What is URUS Program

The Financial Management & Resilience Programme (URUS), also called as the Program Pengurusan dan Ketahanan Kewangan is a co-created scheme by the Agensi Kaunseling dan Pengurusan Kredit (AKPK) as well as the banking sector. The programme is aimed to provide cash flow relief and business support to those who are continuously affected by the COVID-19 pandemic. URUS is introduced to help qualified B50 borrowers who are facing an income reduction of at least 50% or those who have lost their job during the pandemic with performing loans. 

"The Bank Negara Malaysia (BNM) has been collaborating with AKPK to develop a comprehensive debt management and financial planning strategy. The goal is to give borrowers the necessary assistance so that they can not only pay their loan commitments but also get back on their feet financially. In the long run, this would enhance borrowers' financial resilience," added Governor Datuk Nor Shamsiah Mohd Yunus. 

Who Are Eligible For URUS Program

URUS is targeted to benefit B50 borrowers who:

1. Are already under an existing repayment assistance programme (eg. Targeted Repayment Assistance, PEMERKASA Plus, PEMULIH, bank’s own rescheduling and restructuring, etc.);
2. Have a gross household income of up to RM 5880;
3. Whose loan/financing is still performing (not in arrears exceeding 90 days) as at the data of the application; AND
4. Have experienced:

-> Loss of Employment; OR

-> At least a 50% reduction in income

What Assistance can I get under URUS Program?

A personalized financial plan (PFP) that sets out a monthly debt repayment amount and schedule for a period up to 24 months will be created for the applicant. The PFP will include:

• A 3-month interest waiver
• Deferred payments and other options, including reduce instalments, to help manage your overall debt burden in line with the applicant's affordability; AND
• Development, education and advisory support to help manage the finances and become more financially resilient.

As an added convenience, customers with borrowings/financing from multiple banks will only need to apply to one of their banks, after which AKPK will help consolidate the details of their borrowings/financing across banks and develop a holistic and viable repayment assistance plan for the customer.

Date of Application

Starting from November 15, 2021, until January 31, 2022, eligible borrowers can approach their banks to apply for URUS.

How to Apply

Anyone who wish to apply for URUS should contact any of your banks directly.

More information about the application will be released closer to November 15, 2021.

Borrowers/customers who are not qualified for URUS may contact their banks to explore other repayment options that are appropriate for their financial situation.
